Regulatory differences
This section is general information, not legal advice. Rules change, so check specific cases with your counsel.
Certificates, type and class
Accommodation businesses must obtain a tourism operation certificate from the Ministry within six months of receiving their business opening and operating license. Promotion has to match the name and type on that certificate: a property's name cannot use terms for facilities it does not have, and star-like symbols cannot suggest a class above the certified one. The regulation defines a boutique hotel as a type with at least 10 and at most 60 rooms and set qualifications, so the word is more than a style choice. Misleading promotion of type or class draws a warning, then a fine if it does not stop within 30 days. Certificates the law requires anyway cannot be advertised as a mark of superiority.

Pricing and discounts across channels
A discount ad must state the previous price and the campaign's start and end dates. For services, the reference point is the price just before the discount, and since August 2026 it has to come from the channel running the discount, so an OTA rate cannot justify a promotion on your own site. The sale price means the price with all taxes included, and any fee charged on top of listed prices must appear on the list. Rate tariffs for certified businesses are approved by the Ministry. Whether the service charge ban reaches your in-house restaurant and bar is worth checking separately.

Reviews, influencers and awards
You may not hire or pay anyone to produce untrue reviews to lift sales. If your site accepts reviews, only actual buyers may leave them. Reviews taken from channels where a purchase cannot be verified may not be published, and unverified reviews may not be used in ads. Influencers posting in exchange for a free or discounted stay must mark the content with “Reklam” or “Tanıtım,” the Turkish words for advertisement and promotion. Awards that were given in exchange for a benefit and do not rest on objective criteria announced in advance cannot appear in ads.

Guest IDs and guest data
Accommodation providers must keep identity and arrival and departure records, and checking those details against an official document is lawful. In a principle decision published in December 2025, however, Türkiye's Personal Data Protection Board told the sector to stop taking photocopies of Turkish ID documents and to destroy copies already on file. A second principle decision, published in March 2026, requires the privacy notice and the explicit consent text to be prepared separately. Both are good reasons to reread your check-in flow and booking forms.

Booking promises and cancellations
For accommodation booked for a specific date or period, consumers cannot use the distance contract right of withdrawal unless the parties agree otherwise. That makes clear cancellation, change and refund terms essential before the payment step. If a promised stay cannot be provided, and the guest is not placed nearby in a property of the same location, type and class, the law sets a fine per room. For hotels selling on several channels, keeping availability in sync is more than an operational nicety.
